The MARS ruling as of Dec. 2010  makes it illegal to collect upfront fees by loan modification companies or debt rescue companies in order to help troubled owners who are in foreclosure, yet despite this law, CMS Solutions makes it a  normal practice to collect $1,000 from clients like myself before they will do any work so they knowingly & willingly violate the law and don't care. Fred Vinson claims he is a graduate of Harvard and a former banker of many years.    CMS promised through their emails & advertising to reduce the principal balance on my mortgage up to 70% of the outstanding balance. After a year a half, they were not able to do anything of value for me,  and their employee working on my file, who couldn't even spell on a 6th grade level,  even admitted she could not help me any further,  so I demanded my $1,000 back.  This request went on deaf ears and they never returned the monies, despite their written guarantee to me from Fred Vinson, who can't be trusted to do the honorable thing. .  They will advertise such false things as:  We are reducing up to 70% off principal balances with 100% success". Speaking of loan modifications they advertise:  "We can help you get results, even if you were turned down before" Other misleading and false  statements:  "Everything is handled by a professional law firm". No law firm even looked at my file.  Nor was there done a forensic or securitization audit, on my file done,   so the company has no leverage whatsoever in their negotiations for me in dealing with Chase Bank in my behalf. They advertised they do these things too.  Other false advertising they send out:   "Reduce your payments by at least 55%".  "After your file is completed, we can remove any late pays and foreclosures on your credit report from all three bureaus."  Obviously they produced none of those promises for me, and purposely kept my $1,000 and ignored my request for them to honor their guarantee of results by sending my $1,000 back to me on a timely basis after I demanded that in writing due to their non-performance.    If you deal with this company, be prepared to sue them for non results and in order to force them  to  give your money back.   To say I had a horrible experience with this company is an understatement. By the way, they advertise they have an A+ rating at the BBB.
