Consumer Award Advisory Service ripoff, send money, they "gurantee" a cash reward Las Vegas Nevada

I received a letter that said, "Cash winner confirmation and issuance request directive." In several places it "confirms" that you have won a specific amount of money, in my case, it was $728,577.00 You are supposed to sign the paper to "accept delivery of the cash prize you have WON."

On the back, in the fine print, it says:
This offer is an opportunity to purchase and easy to read and understand report that complies entry details for cahse awards and prize opportunities . WE DO NOT SPONSOR SWEEPSTAKES. There is obviously more, but that's the gist of it.

The letter is VERY misleading. It says in several different spots that you have already won the money, but then in one or two SMALL places, it mentions that you are actually buying this report that supposedly helps you win the said amount.
