COUNTY OF LA CHILD SUPPORT SVCS DEPT CENTRAL CIVIL WEST COURTHOUSE TEN-YEAR UNENFORCED CRIMINAL CHILD SUPPORT CASE LOS ANGELES, California

I am a single mother who has been involved with CSSD for over ten years.  My ex-husband received State welfare assistance while the children lived with me.  In 2000 I contacted the state welfare fraud unit.  In 2001 I filed for child support.  I received no response in regards to support.  I requested an interview to discuss "my case."  I drove to West Covina office where I was served with paperwork taking me to court for child support.  I indicated to the caseworker I have my kids and I provided documentation.  I was told to take it to court. 

I was in court for three years while the CSSD threatened to garnish my wages for the welfare reimbursement.  I told them he committed fraud. The welfare fraud case against my ex was "confidential".   The CSSD kept requesting documentation from me basically to build their case against me.  I provided to the judge the documentation, it was date stamped and I had confirmations for each occasion.  I told the judge about the fraud, my loss of wages, and the loss of a promotional opportunity based on the on-going court dates.  I had to represent myself because I did not qualify for a court appointed attorney.  I won the case in 2003 but my credit was ruined until 2006 because no one close my case officially.

My ex-husband was extradited in 2006 while awaiting child molestation charges in another state.  He was charged with fraud.  I then get a letter from Gloria Molina's office indicating he was charged with welfare fraud but was receiving General Assistance at the time, therefore, they were unable to request child support.  I told CSSD he lives in another state how can he collect California General Assistance?  The fraud unit did not want to charge him but a prompted call from the other state where he was also receiving assistance gave the fraud unit no choice.    

I feel CSSD took this case personally because they were unable to get me to foot the bill on his three-year kid free welfare ride. They could not deduct the restitution payment from General Assistance because I proved that to be fraud also. The same CSSD lawyers who were trying to get me to pay are now in charge of my child support enforcement.  I have received five payments in ten years, and the first three years were denied because the CSSD computer only shows my ex-husband as a welfare recepient because his fraud was confidential. 

We had to relocate in 2009 due to felony criminal threats made against us by my ex.  He was tried and found guilty of the threats.  I had to leave my job of ten years at a moments notice and have not secured a job yet.  He was charged & released with misdemeanor criminal threats. Even though he already has three strikes he is still free and once again apply for General Assistance.  

I want CSSD to provide justice for the benefits of my child and quit worrying about if the defendants rights are being protected.
