Curtis Bros, INC Deceptive reports on progress of work. Did not perform work reported as completed Reno, Nevada

We purchase a foreclosed home in Reno, and understood that there was a fair amount of work that needed to be done, it had been empty for a couple of years.  We decided that we wanted to break it down into segments, starting with what it would take to make the house habitable.  We selected a General Contractor, and they went out and looked at the property, so they knew what was needed.  An initial proposal was presented that would get us to a Certificate of Occupancy, a maximum budget set and agreed upon, and work started.  About a year later, it is time for us to move on out to the new home.
My sister in law moved out first, and was appalled at what she found, as was  a friend of our up in Fallon.  The condition of the property did not match the progress that was reported.  It was reported to us that the house had been secured and cleaned out months ago.  My sister in law arrived to find that there was rodent leavings and puddles of urine in the house, and that the house was secured pretty much as it was when we went out to look at it.  Plywood poorly fitted to the openings where there had been doors, and non of the openings that were there where rodents could enter were plugged.  Sufficient lead time was provided that even if these had not been attended to up until then, they could and should have been completed before anyone arrived.  
I appreciate that there were some unforeseen expenses, but we went from "I can get to a CO"  to "I can make it habitable" and hit the budget cap to exceeding the budget and now being told that "cleaning out the rats nests is something that is outside of what we do".  I have had conversations with the sub-contractors, and what they tell me differed greatly from what was communicated to us.  I suspect now that the reason that progress pictures never made it to us is that there was no progress that supported the reports.  At this point in time I do not think that, if asked, I could in good faith recommend them as a GC.
