Duran Construction Sheldon Duran Contractor steals homeowners money Del Norte Colorado

On 09/24/15 Sheldon Duran with Duran Construction came and looked at the work that I had to be completed. He provided an estimate. He uses a printed form that is entitled proposal. He told me he wouldn't be able to do the work before winter. I told him I wouldn't be ready until the spring anyway. In March he came to my house asking for money. He told me it was for supplies. I told him I wouldn't have any money until April. 04/05/16 I paid him $400 and by April 9 he had $1170 total. 04/10/16 i sent him photos of the work that I wanted done. He didn't respond. May 6, 16 I texted him that I had a family emergency and requested a refund. He told me he would try to cancel my order. He told me he  would contact me Monday or Tuesday. On 05/10/16 I texted him and asked what the status of my refund was. He said he left a message for the prodesk because he contacted them after store hours. 05/11/16 I asked him for Home depot's phone number where he placed the order. He gave me 7195455400. I called and they said they have no order. I  texted him and asked for the order number. He said I was bothering him and I would get the money before 05/23/16.  I informed him I needed the money on or before 05/19/16. On 05/20/16 I asked him where I could meet him to get my money.  He said he was at the hospital in Colorado Springs, he wouldn't provide the name of the hospital , wouldn't provide a copy of a check front and back my bank Chase can deposit with that info. He told me I was a piece of work. He told me the glass block was cancelled. I told him it was never ordered. He should never have spent the money if he didn't order supplies. He assured me I would get the money on 05/23/16. On 05/22/16 He  asked me to come by his house and get $500. He told me he was going to keep $270 for his time. He told me I would have the remaining balance by 06/06/16. On 05/23/16 I texted him I spoke with my lawyer and he said it was illegal to keep any money. He can't make money from simply holding my money. On 06/07/16 he told me he had been by my house a couple of times. He told me not to contact him any more. He said he was tired of this.

Sheldon lied to get money and that is fraud.
