Fashionmia OUT OF STOCK but will not CANCEL ORDER AND REFUND ALL MONEY HONG KONG China

On 8/16/18 I made an order for 5-items. Every other day they send me OUT OF STOCK notices. I say refund, but they do not refund. They keep my money and do not send the merchandise. Back and forth every other day with OUT OF STOCK notices and my CANCEL ORDER AND FULL REFUND replies to this business. Please send help. I did not know this was a CHINA business. They act like they cannot read or understand CANCEL THE ORDER and REFUND ALL MONEY. 1.
