the EU is liable to full duties. The sender did pay the appropriate courier fee
but did not pay adequate duties on the package .We are therefore requesting you
pay full duty for the coverage of 119 Euros or $171 USD on the package.
As
your name and email address were on the package for contact details you are
obligated to pay the duties on the contents of the package
You should
therefore contact your assigned claims Officer, Sarah Weaver to assist with the
duty payment in
Spain , where your package is
currently being held

The Original Complainant quotes that FedEx acknowledges receipt of the "appropriate courier fee".
EU Duties and Taxes are assessed by Government Agencies and not by FedEx (or any other carrier).
The Duties and Taxes can not be know at the time of original shipment as they are assessed by the government when the shipment is to clear customs.
It is the responsibility of the shipper to ensure that the Duties are paid, once assessed. Either by paying it or arranging for the recipient or a third party to pay.
FedEx does not charge Duties, keep the duties, or in any way profit from the Duties. It all goes to the foreign government.
