Garland ISD (LCHS & NGHS) Education - Withholding Accommodations entitled to the kids Garland Texas

My son is a Junior in LCHS, makes around a 3.5 GPA and has had accommodations in place since 2 or 3rd grade.  Just recently it was brought to my attention that he isn't "entitled" to these accommodations since he is passing.  The TEA State law states the child's grades have NO impact on the decision for accommodations or not. 

My son has had ADD forever, we suspect he has Dysgraphia and have requested him to be tested around 45 days ago without reply until I call today - State law only allows 60 days for this request to be fulfilled.  My son is NOT dumb by any stretch of the imagination in fact he is extremely smart.  He earned his Eagle Scout Rank at age 14, but there are times when he needs a little assistance due to the Dysgraphia signs he displays.  He has also recently been diagnosed with a mild case of scoliosis which is another reason he needs accommodations.  I found out from reading the state laws that once a student is a Senior no additional accommodations can be added if I read that correctly.
