Grant Help, plain and simply, can be substituted for a 5 letter word-fraud. They are a scam much like the other companies. Is there anyone out there who has the abnility or the contacts to prosecute? And since they are crossing state lines with their offers the feds can be brought in although cyberscam is difficult to go after. My advice-stay away and reads steven weisman's book on avoiding scams.
