Groot Recycling & Refuse Charges you but doesn't collect refuse Elk Grove Village Illinois

Groot operates as a garbage collection company in many Chicagoland Suburbs.  If you live in Hoffman Estates, you have no choice but to use them for your garbage collection.  Can you say " monolopy"?  I closed on a property in Hoffman Estates which had been unoccupied for more than a year.  There was plenty of minor repair and decorating needed.  We did not use the refuse service because it remained unoccupied while we did the decorating which took over 2 months.  Groot billed me from the time of closing even though they drove past and while they picked up garbage from the neighbors, they did not pick up any garbage from my residence because there was none and not even a collection container.   I objected to the 2+ months and was told that they call the property manager to get the closing date and bill from that date forward!  I explained to their customer service gal (who was ok nice) that just because you close on a property, does not mean that it is occupiable or occupied.  And if not occupied, there would be no garbage and certain they already knew that.  The overdue bill had been sent to the Village of Hoffman Estates so I called them.  I was told that even if I had no garbage, if we were using water they connected that with garbage useage.  The water bill and garbage bill are separate....so not sure where the connection is. 

I talked to other people who were subject to the same rip-off so they clearly make a lot of unearned money on this Ripoff!  I  object to having to paying for services not rendered.  They actually want to be paid for "driving byies"!!!!  Beware of monolopies!
