H D Staffing, youth unpaid for work performed, sign spinning in Riverside County Tustin California

My son, a minor, was newly employed through H D Staffing, upon recommendation from a school friend.
We was offered work at a city, almost 20 miles away, and accepted it since he had reliable transportation and wanted to make a good impression by being willing to work.
His first weekend went well. The following weekend went well too. Not knowing the pay shedule or if it was weekly or bi-weekly pay, we waited for a check in the mail. Before his third weekend of work, being transferred to a location within 3 miles from home, we received his first paycheck, for his first week of work.
The following weekend, he requested off, in advance, due to a family vacation previously scheduled.

We were still waiting for his paycheck from his 2nd week. Shortly after, we received a check in the mail for one weekend's pay, and after checking our records, we realized he was never paid for his 2nd weekend.
We called his area/regional manager numerous times, and each time she claimed she needed to check her records. My son tried to deal with this on his own. In the meantime, he was not scheduled for work for several weekends. My son also got a hold of his managers supervisor and was told that he needed to contact his area manager and have her file a claim so he can get paid.

I finally called for him and left a voice message requesting that she file a claim and have him paid. I left the request on her voice mail. She returned my call later and left us a voice mail that stated he will not be paid since he was not on her schedule to work that weekend.

After waiting a month and a half, she tells us this. If he was not sceduled to work, why was he given his sign to spin? If he was not scheduled to work, why didn't she tell us this right away instead of waiting week after week?
He only works 8 hrs a weekend, making less than $80.00, give these kids a break!!

He has stood out there in the pouring rain, only to find out later that he is not receiving pay? And since he contested it, they do not schedule him to work?? This is wrong!
