In October, 2019, I purchased a $30,000. Used Mustang from Hagerstown Ford, a week later was sited by Waynesboro Police, for not having an exhaust. Had Crest Collision in Chambersburg, Pa confirmed no exhaust and would not pass PA inspection, Advised Hagerstown Ford, we had been given 1 week by police to have resolved. Hagerstown Ford has there sister dealership in West Virginia inspect this car, because they had already advised previous owner, when did trade, it would not pass Maryland inspection because of noise level.

We purchased a $4000. Exhaust to pass inspection, so the car would be comparable to the sound when purchased. Requested Hagerstown Ford to reimburse me for exhaust, at that time all they would agree was to have there West Va. dealership install our system. This is what we did and have pictures of the exhaust on the car and also was given the exhaust when removed and have in our possession now. We turned the complaint over to Department of Motor Vehicles for investigation.

They did and investigation, and noted the car would not pass Maryland inspection because of noise level, but stated because the exhaust was already replaced, they could not make a finding. They never requested pictures or ask  us to see exhaust, which we have. I requested they re-open the case because we have the exhaust, DMV never responded to my request.

He then rescinded his offer, said time had expired. There was never a mention of a time to accept his offer. He also offered to take the car back after we just put a $4,000. Exhaust on it to pass inspection. I refused. I feel Maryland Department of Motor Vehicle's should re-open the case now that the exhaust is available for there inspection, but even if it was not, they still noted in there report this car would not pass Maryland inspection due to noise level. General Manager, Carper should at the least honor his offer to pay for stock system and fix broken window. When spending this amount of money on a used vehicle, it should at least be able to past either Maryland, were dealership in located or Pennsylvania were I am located.

This is a deceiving practice, they knew car would be more marketable without an exhaust, and then when was caught, refused to remedy to situation. They were also cited by DMV for not having my paperwork done in the proper time. Please re-think before dealing with Hagerstown Ford, General Manager, Dennis Carper, and read previous complaints on him,
