I also had the same problem with IPM. I am having a hard time recalling my agent, He was an English gentleman. I had a few rental properties they had managed. Since then I have sold one but have two others in the area.
I received many "suspect" bills that were for much higher than expected amounts. I inquired about the charges and was given the run-a-round.
Stick to your guns. I know how you feel. Inflating the bill is wrong and doing so-called repairs on things like you stated is wrong. I cannot imagine they spent anywhere near 3 1/2 hrs there.
It should only take a few minutes by any competent repairman. Keep me up on how it goes!
