If what you are saying is that you received this notice about a loan. But to get the loan you had to send them money in advance, for what ever reason, then it is no wonder why you did not get it.
You were scammed by what is known as the Advanced Loan Fee Scam. You NEVER send money to "guarantee" a loan or for "insurance". If you do you will never see the loan or the money you sent.
