Joe Nevo Rugs dba erugs.net, erugs.com, joenevo.net is a rug merchant scammer. I purchased 2 rugs 2 years ago, was told and shown a copy of his return policy. After the rugs are in the home for 4 days, I call and get direction to ship the rugs. I ship the 2 rugs with delivery receipt returned to me. Without refund I telephone and get "yes, we get your rugs but don't know how to refund." 1 week later I get "we need your credit card info again." 1 week later I get "the credit card company will charge $40 which you must pay." This has gone on for 2 years.
Nevo lies to everyone. Beware of this merchant, you will be scammed just as I was! Joe Nevo, after 2 years and 4 months, said "I didn't receive the rugs, put in for your insurance." How would he know that I did buy insurance? The insurer is treating this as the complete fraud that it is by asking and blocking payment by "why would you wait over 2 years to claim the shipment?" I agree. This is fraud of the highest order.
The Shamokin Dam Police have refused to file criminal charges of theft and fraud. They ignore my direct evidence by receipt of delivery. They state to me "his web site no longer has his return policy." Theft and fraud are theft and fraud. I'd like my money, but it didn't help that Joe Nevo Rugs advertised the 2 rugs I returned as, once again, "for sale" for another 6 months after they were returned.
Nevo hides behind a guize that he doesn't speak English well and that is the reason for miscommunications, but in the next breath claims that he was a Professor of Engineering at Bucknell University for 20 years. None of this makes any sense. I would urge use caution in any dealings with Joe Nevo. Particularly do not let him access your credit card.

Purchasing Handsome Oriental Rugs For 25 Years

Having been referred to Joe Nevo as a knowledgeable, reputable source for antique oriental rugs, I've since purchased collectible and investment pieces at very fair prices from Mr. Nevo for over 25 years. I am extremely pleased with each and every one of my handsome purchases!
Through all of these years, I have always known to know Joe as an honorable, professional and consciencious man. In fact, in all of my years of traveling and searching for oriental rugs for my collection, I have NEVER heard one unkind word about Mr. Nevo! He is just not the kind of person to try to take advantage of anyone.
P.S. I wrote a similar report on December 5, 2014 but did not see it posted, so am writing again.

It was MOST unsettling to read this inflamatory report on this business, compelling me to take the time to comment.
I have been doing business with Mr. Nevo for approximately 15 years, multiple times a year, and have NEVER had a negative experience with this gentleman. He is well versed in the complicated oriental rug trade and has reliably
AND honorably completed many, many transactions. His English language skills, while heavily accented, are probably superior to most native American speakers, but he does speak rapidly and one must listen attentively to follow the conversation. I have NEVER witnessed him faining ignorance or misinterpreting conversations nor have I witnessed him 'misappropriating' or mishandling merchandise.
Additionally, he has been consistently balanced in our dealings. In fact, I look forward to my interactions with Mr. Nevo- something we cannot consistently say about other antique dealers with whom I've crossed paths.
While one can't know the motivations of either party involved in the original complaint, I do know I would NEVER have continued to do business with someone I distrust over all of these years.

I came upon this allegation when looking up Joe Nevo's web site. I know nothing about the dispute described, but I can vouch for Joe Nevo and his absolute integrity. I believe he is the most honest rug dealer in the U.S. I have purchased thousands of dollars of rugs from Joe. I have never been disappointed by Joe. Quite the opposite. I hate to see allegations about his integrity, when I know him to be such a decent man. We are very pround to have Joe's rugs in our home and vacation home.

After 15 months we got an answer this week from Joe Nevo Rugs. It doesn't make any sense.
Mr. Nevo was contacted 14 days after purchase of 2 rugs (not 3) per his policy of "we will take any rugs back and return your money." The rugs were sent back within 3 weeks of purchase. Despite the lie of Joe Nevo in his rebutal, they were insured, I have all of the receipts, and Joe Nevo knows this. One week after mailing I received an email from Joe Nevo that the rugs had been received in return from me and that he would be refunding my $1,000.00. There has been no refund to date.
I did file a criminal complaint with the Police Dept of Shamokin Dam, PA for theft, consumer fraud, fraud and mail fraud. They would not pursue the matter further as they stated that after interview that Joe Nevo "knows nothing of this and doesn't have a return policy for payment of the rugs."
Mr. Nevo even states in his answer that "I said "fine"" to return of the rugs for refund.
The Attorney General of PA and the District Attorney of Mr. Nevo's county both have told me that they will prosecute for criminal theft and fraud, just because Nevo states there is no receipt and no criminal case pending does not make it so.
Not one bit of my complaint is untrue. I will continue to pursue civil and criminal prosecution of Joe Nevo. He can talk about my family and business all he wants. I have no problem with the law, the law is on my side. How these criminal rug merchants continue to operate is only because of their denial of the truth.

The woman who posted this is the scammer, not me.
She came to my shop and purchased three small rugs for a thousand dollars. She told me that she has a shop called Lexington Antiques in Lexington, Massachusetts and she was buying these rugs for resale since she didn’t want to pay sales tax.
A couple weeks later, she let me know she wanted to return the rugs because they “didn’t look good in her house” and I said “Fine.” I didn’t hear from her for a long time.
A year later she contacted me, asking for her money. I replied to her and asked “Where is the receipt from the post office and my signature from receiving it?” I asked the post office if they would leave a valuable sent package outside, and I was told they would never leave it outside without a signature. Instead they would return it to the sender.
After this, she went to the local police to complain about me. The police asked her for a receipt, but she didn’t have it, and she didn’t have my signature since I never received anything. I checked again with the post office, and they always return the items that go unsigned, not leave them outside.
She also claimed she didn’t insure the package. Why would she not insure a $1,000 item that was being mailed to me and not keep the receipts?
Then she went to the Better Business Bureau and after the investigation she was told that she didn’t have a case. She hired a young, just-out-of-college local attorney who accused me, but had the wrong information. After I hired a well-known local attorney, she (the young attorney) got scared off and I didn’t hear from her anymore.
Then she (the scammer) contacted the Pennsylvania Attorney General. Again they told her that she had no case because she had no receipts.
Now she’s gone to the internet to spread lies about me. I went to Google and looked up her name, Cynthia Turner Awbrey. I found out that she had a problem with the law and her son in the past, in the U.S. District Court in Massachusetts. The case is Criminal No. 1:03-CR-10166-PBS Saris, U.S.D.J. and is from 2003.
Her partner is a surgeon, Dr. Brian Awbrey, and they operate as a team.
