Juan Carlos Cisneros goes by "Carlos". He can appear knowledgeable, thoughtful, attentive, and humble. He has great "people skills" to connect and build rapport with potential customers. He knows how to reads people well. Anything you say that you are, he will tell you that he is too.

Carlos will also talk about his special son, dead cousin (whom he says is his brother), dead mother (whom is actually well and alive), elderly grandma (whom he claims is considered his mom), his wife's difficult pregnancy, and life hardships, all as ways to gain sympathy.

He will talk about his professional certifications, his Hispanic heritage, how hard he works, and emphasis on "quality and safety" of his pool jobs to gain trust and win potential customers.

He will ask for half payment in advance and promises to take care of your job.

Later he will ask for more money claiming that new issue(s) have came up with your pool during his recent new checkup. He says he has not started your pool job, but cares enough to monitor your pool. He says he checked your pool while you're absent from your house. He tells you that his supplier expects full payment for special order for the new additional pool parts. He insists that if you don't pay for the new order now, the part(s) might not arrive in time when your job starts. 

Then he will come up with all kind of excuses as to why he has not started your pool job yet. By the time you realized he's a fraud, he won't respond anymore.

Carlos took $6000 from us. I found out too late that Carlos was recently fired from his last job because he took money from his employer's customers but skipped their pool services. He also talked some of them into switching over as his own clients. He found some new customers on his own. But he scammed them too. 

He also had history of skipping rent payments and making up stories about his circumstances and his landlord. You see, Carlos is never at fault. He is always a struggling hard-working victim.

Why hasn't anybody do something about Carlos in the past? Maybe because many victims are elderly. Maybe some feel ashamed being gullible. It's time someone tries to stop him. We are in process of starting a lawsuit against him.

Here are some of the excuses we ran into with Carlos:

Week 1: "We will not be able to start your pool job as previously promised. One of our key workers has a recent family death & needs time off. We care and value all of our workers. We will start your pool job next week instead. We sincerely apologize for the delay. Thank you for your understanding"

Week 2: "We value our existing customers very much. Currently we are in process of helping our long-time customers preparing for upcoming severe weather situation. We do our best to take care of all our customers. Will start your job next week & take good care of you."

Week 3:"We value our existing customers very much. Recently we have several unexpected requests from our elderly customers who need help with their extensive home and pool repairs due to severe storms, floods, hurricane damages (or whatever Carlos tells you). We do our best to take care of them and meet their urgent needs. We are working 16 hours a day & are very swamped and stretched thin. Will start your job next week. Thank you for your support & understanding"

Week 4:  "We had a small electrical fire in our office which incurred critical loss. No working internet or email communications to allow updates to your jobs status. Please allow us time to take care of the situation. Please trust us that you're important to us. We will take good care of you. Will start your pool job next week. Thank you for your understanding and support."

Week 5: “Your pool is in worse shape than expected. We need to charge you additional hours. We will cap it at 12 hours”

He then gave us an invoice with additional 27 hours at $125 an hour. And the parts are 3 times more expensive than his original quote. He has no employees. He disputed my next door neighbors’ claim that he was only there once working on my pool together with his wife, and his wife came one more time after that, all together since the job was ordered 5 weeks before. 

Upon questioning, he offered refund. He also promised to finish the job by "the end of day". Then he made the same promises each time he didn't pull through. 

So far his wife came a total of 2 times. Carlos once. The pool is still dirty. It still needs parts replacement (per Carlos’ claims). The pool is not yet running.
