I am Thomas Dougherty Esq, attorney for Kezny Lucien. I have reviewed this report and the information contained therein is completely false. First, the person who made the report had a contract with Bottom Line Construction, not Mr. Lucien. I have verified with the Delray Beach Police Department that there is no complaint against Mr. Lucien and he is not "wanted" in any manner. There is no reward for information concerning his whereabouts nor multiple counts of fraud pending. In fact, Mr. Lucien does business to this day in the City of Delray Beach without issue.
The specific job that this complaint relates to was an insurance claim. The prior contractor took monies from the owner and did not perform the work. Bottom-line Construction, who was the actual contractor, performed the work for the amount determined by the insurance company less the amounts stolen by the prior contractor. Bottom-line discounted the job to assist the owner because of the prior contractor’s actions. The owner sighed all releases and signed off on the job when completed. However, the owner wanted to retain part of the insurance proceed and not pay the final bills. Mr. Lucien was contractor with Bottom-line Construction and they refused to participate in insurance fraud. The owner, after signing all documents and releases, was angry that she could not retain funds and filed this report. The subject job was fully permitted and inspected. The allegation are false and meant simply to defame the character of Mr. Lucien.
I am a former Bridling Inspector and have used Mr. Lucien for work on various projects and have found his work to be performed in a professional and workman like manner. I have recommended Mr. Lucien to several people who have had no issues with his work.
