Lew Blum Towing took my money and never provided service. Philadelphia Pennsylvania

January 2nd 2005, I mailed a check for $50 and a letter to Lew Blum requesting a tow sign and allowing permission to work my property. The letter clearly stated that I wanted someone to contact me after receiving payment.
January 19th - the check was cashed and I was never contacted.

After a few more days, I took it upon myself to call them. Their representative acted surprised that no one came out and assured me that someone will be at my property later that week.

Beginning of February - Nothing. I called, and still very politely, explained my situation, again. They said they'll send someone Friday. You can guess what happened.
End of February - I called again, a little more peeved this time, and the same person I spoke to in every phone call answered and tried to give me the same story. But this time I demanded to be reimbursed. It is now April and nothing.

Not even an apology for my inconvenience.
