ID Theft Protection companies monitor your credit reports and look for accounts being opened or other inquiries that may not have been
made by you. They have NO idea if your credit card you currently have has been stolen, nor do they monitor individual purchases. Because of this they have
no idea if a purchase is legitimate or not.

Now, when your card was stolen it is YOUR responsibility to notify your bank. If any charges were made then you need to dispute those charges with your bank. Failure to report your cards as stolen when you become aware of it could make you liable for part or all of the charges made.

As for them refunding their money, since it doesn't appear they failed to provide you any services it doesn't sound like you have a  legitimate claim.
