Substitute teachers for the Los Angeles Unified School District are having their retirement contributions funneled to a non-teacher retirement system, named PARS. This retirement system does not award teachers "Service Credits", so when teachers retire, many lack five Service Credits that are needed in order to be awarded their full retirement benefits. Also, teacher contributions are being embezzled.

Being a computer scientist, I obtained a copy of my "DB Contribution Report". This report lists all my reported wages, and all my contributions. This report shows that my wages were taken from the teacher retirement system called CalStrs, and funneled to a non-teacher retirement system called PARS. This was done without my permission, and without my knowledge.

Also found through my DB Contribution Report, that my codes were changed, in order to reduce my Service Credits. Service Credits are needed in order for teachers to retire with full retirement benefits. Five Service credits are needed. 

The codes that were changed were significant. The codes are as follows

The "Member Code": This code defines whether a teacher is a member of CalStrs the (California State Teachers Retirement System). Even though I was always a substitute teacher, that code was turned off hundreds of times. When that code is turned off, it means that I was no longer a member of the CalStrs retirement system, therefore my wages and contributions were funneled into a non-teacher retirement system called PARS. PARS does not award Service Credits. 

LAUSD is suppose to match the teacher's contributions when they retire, if those teachers have 5 Service Credits. Embezzling funds, and funneling teacher contributions to a non-teacher retirement system, is preventing teachers from earning 5 Service Credits. If a substitute teacher works 600 hours or more a school year, they are awarded one Service Credit. I worked six full school years. Was a math teacher, and I was always busy teaching. I never walked into a school without being assigned to a classroom. Was always a substitute teacher.

The "Assignment Code". The Assignment code represents whether or not you are a substitute teacher. When that code is turned off, it means that you are no longer a Substitute teacher, and your Service Credits are reduced. Also, when the Service Credits were calculated by the computer, the decimal numbers were not rounded up, but when deductions were taken from teacher's paychecks to be deposited into CalStrs, the decimal numbers were rounded up.

My Member Code and my Assignment code was turned off hundreds of times, thus funneling over $90,000 of my wages to a non-teacher retirement system. Thus, my wages were deducted from twice! Once by LAUSD at 8 percent, and again when my wages were funneled to PARS, at 3.75 percent. The difference was embezzled.

Another aspect of the embezzlement occurred when my wages were recorded, and my contributions were recorded. Then you will see that those same wages and contributions were subtracted out of the report for the same pay period! Those contributions were stolen.

In addition, for the same pay period, my wages were sometimes broken up 4-5 different ways. This allowed the calculation of my Service Credits to be decreased. You see, the Service Credits are calculated by dividing the wages by the "Annual Rate". When the wages are broken up 4-5 ways, different Annual Rates are used, thus reducing the Service Credits. 

I also discovered, by requesting information from PARS, that the Los Angeles Unified School District withdrew my retirement contributions from PARS eight months before I even retired. That was done without my knowledge and my approval. 

At the end, the Los Angeles Unified School District, and CalStrs said that I lacked 5 Service Credits. They said I needed .13 Service Credits. They changed their story many times. 

Billions are being stolen by the Los Angeles Unified School District, CalStrs, and PARS.

I have documentation proving everything that I said. This documentation was admitted into the Administrative Hearing.
