several months ago i received a catalog from midnight velvet. it stated i'd have up to $400 credit and only pay $20 monthly.  so i place an order totalling $282. i was told i'd have to make a down payment. i did. the items arrived but didn't fit correctly,i sent them back. saw something else and ordered it only to be told i'd have to make another downpayment.  at this point my next payment was not even due until next month after having made an intial downpayment and a monthly payment i didn't feel i should now have to make a downpayment again. they said its because they only allowed me $100 credit in the 1st place. i owe them $46 my next and final payment. but i truly think they are not doing good business .

All orders are subject to credit approval as the catalog and website note.   Pre-approval is before final approval and up to litterally means anything up to that ammount listed.   The first few months solidifys your credit and generally they stop asking for down payments unless it's over the limit or the credit approval on that order didn't come out "good".  

Our sizing chart is usually very accurate on the products and also look at product reviews, a lot of people rock and right in how it fit for them.

When you placed the new order was your original one credited back and did it push you over what Credit said was your limit?  It could be why it was held.   Credit department would have the information on the hold reason.
