I am filing this report regarding an online individual who has operated a program that has been in operation on the internet of roughly 2 years.

I first heard about this program 2 years ago and a lot of people said it was well worth joining, and some people said they have actually been paid.

The program was called Mikespaid4emails: http://www.mikespaid4email.com where you got paid to read emails sent to you by advertiser's that would pay Mikespaid4emails to send them to you. When a person signed up with this program they were given a $30 bonus for signing up and the payout one had to reach was $150.
However, you also needed to get referral's under you in order to earn quicker.

A few month's of me being in this program with just one referral the owner decided to lower the payout to $100, which everyone thought was fantastic.

The owner of this Mikespaid4emails also had a few other similar programs as Mikespaid4emails of which I also belonged to.

This owner later decided that it would not be feasable to run more than one program with similar nature's so decided to merge all these other program's ,including it's member's and their earnings, into Mikespaid4emails. Again people thought this was a good move.

However, un-announced to this owner's member's, they turn around and decide to close up Mikespaid4emails and open another program called Quantum Awards: http://www.quantum-rewards.com , taking along all the member's from Mikespaid4emails and moving them, without their consent, into this new program Quantum rewards.

Many member's were furious of this under-handed move that they did not consent to; We were first given an option that if we had the $100 minimum payout from the old program Mikespaid4emails we could request payout or transfer it into Quantum Awards, anyone with less than $100 would have to transfer that to their new program.

Before this surprise change I had my earnings moved from one of Mr. Burns other program's, Clixmonster, that he merged with Mikespaid4emails and my $30 sign-up bonus was still in my MIkespaid4emails account, the total of both my earnings from these two progam's, including my $30 bonus, would have brought me up to the minimum $100 cashout limit with Mikespaid4emails. However, the owner then decided to retract the $30 bonus from everyone who joined, bringing my total earnings to just short of $2 below the $100 cashout limit. And this removal of the promised $30 bonus also upset many people.

Now to explain this new program, Quantum Awards, which is also questionable. It is a program where a person must make purchases to entitle them to recieve any earning's they may make through this program. This raised some eyebrows, because in most countries this is considered illegal. which brings me to the "Terms of Agreement" that member's have to agree to; In a public forum operated by the owner of mentioned program's he clearly said that his terms were not legal thus not legally binding, so basically stating he could do whatever he pleased and there wasn't anything anyone could do about it.

Many people have visited the forum including myself to voice their concerns, and I have to agree with some people that the owner's of the program were very nice to you when you asked them questions in the past, even to me as well. However they were not so nice when the tables were turned and people were rightly upset about this drastic change, that unlike they claim they did in fact inform people, they cetainly did not when it came to opening this new program Qauntum Awards. In fact the owner so much as considered his member's of his program's nothing more than "Welfare" cases and went so far as to say "The Welfare Office is Now closed" in regards to his program Mikespaid4emails, this was a low-blow to many people as the majority of people who belong to similar program's are of low-income, on pension's and disabilites who are only trying to supplement what other income they receive, and this is appaling for someone to "generalize" people in such a manner.

Now people have been waiting well over 10 month's for payout from the old program Mikespaid4emails, most of these people made their payment requests well before this new change but they seem to have taken a "Back Seat" to this new program as to who has the higher priority when it comes to who gets paid, in other words they will get paid whenever,I myself do not think it's fair that these people should have to wait any longer than they already have and should take a higher priority over those who wish to continue with this Quantum Awards program:

This Qauntum Awards program also fooled someone into making a $500 purchase through one of their Amazon affiliate storefronts, giving this person the impression he would get a percentage paid back to him from his initital $500 purchase, however someone in another very well known forum pointed out that this against Amazon.ca's User agreement,that they prohibit any affiliate from offering an incentive, rebate or awards when they make a purchase through an affiliate.
The forum I belong to has a very lengthy topic concerning this Program and it's owner.

Any way I feel this needs to be put out that this program is not one people should get involved with, and many people have been contacting different legal and fraud's agencies to see what can be done about this particular program and it's owner

The sad part about this whole matter is that the owner's of this program Quantum Awards still feel they've done nothing wrong; however I beg to differ when you consider the amount of people who are quite angry. They had a membership of well over 18,000 at Mikespaid4emails and has now dropped to 17,559 with Qauntum Awards; however I would not be surprised that even the total of these member's are inacurate and possably even bogus, as many people who belong to such progams also belong to a forum called getpaidforum.com and we certainly don't have that many member's posting complaints regarding this program, so something doesn't appear to add up when it comes down to the total member's in either of these program's, and this is a question only the owner himself can answer, which I highly doubt that he will.

Any way thank you for this site and I hope it benifits many other's in staying informed to and keeping themselves weel aware of possable scams and fraud's

About this program's Terms of Service Agreement

I may have failed to mention that when people signed up for Mikespaid4emails they had to agree to their "Terms of Service" agreement.

Well it was always my understanding that an Agreement was for the benifit of both parties envolved, but this not the case.

The owner of Mikespaid4emails/ Quantum Awards has publicly stated that his "terms ofservice agreement" is not legal, therefore not legally binding. The terms of service agreement is one-sided on the side of Mikespaid4emails/ Quantum Awards , where even if a person feels they have been taken advantage off, frauded, mis-lead or owed money their is not a thing these people can do about it. It seems quite hypocrytical though,that even though the owner of this site states his terms are not legal he still can enforce them; now how can one enforce something that isn't even legal to begin with? makes no sense to me.

They even claim they've spoke to "Their Attorney" and claimed he/she told them their business is doing nothing wrong. Well it seems funny if they claim to have an attorney that this so-called attorney would have advised them to draw up a more "Legal" agreement that was for the benefit of both their business and their clients or member's, that's if they truelly feel they are running an honest business; And I would think that most "Honest" businesses would do just that, make their agreements "legal" and "binding".
Just an example, here below they use the word "binding" if they make new changes to their terms and a person remains a member but nothing is mentioned for those who do not wish to remain a member who may have earned while being a member wether they will receive what they earned under any previous terms for which they agreed upon ;yet claim their terms are not legal thus not legally binding they use this excuse to not have to pay anyone who cancells their accounts who may not agree to any new terms:

"By signing up and actively using the Quantum-Rewards.com program you agree to all terms and conditions set forth in this agreement. Quantum-Rewards.com may, at any time, choose to edit, add and/or delete portions of this agreement without prior notification of its members. If any modification is unacceptable to you, your only recourse is to terminate this agreement. Your continued participation in the Quantum-Rewards.com program following our posting of a change in policy notice or new agreement on our site will constitute binding acceptance to the change"


Here's just an exerpt of their Terms where it states that your account and all your earnings may be forfeited if you are caught using an anonymous proxy:

" There is to be absolutely no use of anonymous proxies, even if your isp offers you no other option. If you are attempting to log in or click links using an anonymous proxy, your account will be deleted and you will forfeit all earnings and downline. No exceptions will be made and no warnings will be given. This does not affect ligitimate ISP's such as AOL or Earthlink."

And you notice how it states "even if your ISP offers you no other option" , well I guess they don't realize that most Internet user's don't always get the same ISP number each time they access the internet. And this gives them the right to terminate someone's membership without any compensation for what they've earned simply because their Internet Service Provider does not provide the memeber's with a more permanant IP number? This is ludicrous.

And here's another exerpt of their terms:

"If you have to be away from your PC for an extended amount of time, use the vacation manager. We are not responsible if you are deleted for inactivity if you fail to do so, regardless of your reasons."

Now how ridiculous does the above clause of their terms sound, my goodness heaven forbid if someone should end up in the Hospital, now how would we access our accounts? mental telepathy? Oh and I do believe it's in their terms that member's can not give out their account information to someone else or transfer their accounts to someone else; so I guess they can't get anyone to access their accounts if they happen to be un-fortunate and end up in a hospital, so bye-bye to all their earnings.

I myself have earned $98 from their old program Mikespaid4emails, and have even so much as conveyed to Mr. Burns, since now he claims he will pay all of those people who were in his Mikespaid4emails regardless of what they may have earned, some of which are owed $100 or more, that If he is saying that he plans on paying out those he owes that I would like my payment made by certified check, because quite frankly I don't trust the man to honour the funds of a personal check. I also stated to him that I was only willing to wait 6 months before I would consider his promise of payment invalid and another breach of an agreement. He refuses to pay me by certified check and states he will pay me when he has the money.

He also owns a hosting company called Burns Online Marketing which hosts several other websites not belonging to Mr. Burns which takes in a cashflow; plus the advertiser's who pay Mr. Burns for his service, so this person is making money that I don't see any reason he can't pay me or any other person waiting monies owed to them from what he takes in from these other avenue's of cashflow he takes in. And the time frame of 6 months that I am willing to wait seems quite fair on my part since it took me almost 2 years to earn the $98 he owes me.

And the sad thing about this whole scenario is that these people who run this company are fully aware of the kinds of people who join up for it, people with low-income's who could not possably afford to hire lawyer's to go after what is owed to them for the time they spent earning with this program.

This is pathetic and unjust, and something needs to be done to prevent this sort of thing happening to other's. I myself am on a handicap pension and feel because of my financial status I have truelly been taken advantage of,and so have many other's in the same financial situation as myself.
