National Counseling Resource Duncan McPherson of NCR THIS GUY TOOK MY MONEY WITHOUT GIVING ME THE ASSESSMENT I PAID FOR! Fair Oaks California

I recently have gone through 2 years of training in a trade school to become a Merchant Marine.  The very last procedure was applying for my Coast Guard Merchant Mariner Credential of which I did.  The USCG requested I get an assessment of alcohol addiction by a qualified SAP, due to a 2013 DUI on my record.  I found one from the list they gave me, SAPlist.com in my area who covered most of Sacramento, CA.  

His name is Duncan McPherson of NCR.  He gave me an appointment very quickly and told me the cost would be $550.  He would only take cash or a check.  This guy took my money, and never gave me the written assessment I needed for the US Coast Guard.  He wouldn't return my calls or pick up his phone.  He's a complete scam artist.  Everyone that needs at DOT drug or alcohol assessment for licensing, PLEASE BEWARE OF THIS GUY!!
