This person came recommended so I did not do much checking prior to providing a deposit of $900 (1/2 the fee) for website design. She had no problem saying "my price is high", which it was for someone with her experience.

She was very responsive prior to the deposit; answering calls, setting up a meeting and responding to emails.

I had to ask for a contract.

Following the deposit she provided me with 3 mockups which were a joke, things you could purchase on the internet for $29.95 or do yourself. One even looked like she threw it in from something she had previously. She even put in minimal text-basically my name, which was spelled wrong.

Following the deposit she was unresponsive, did not field emails nor messages and was a no-show for a phone appointment. Further, two calls from the city police, instigated by me, were not returned.

I tried to get my money back as she was in breach of contract and did virtually nothing by the 'end date' she listed in the contract. She stated that the 3 mockups were worth $900.

All of this smells scam. This person seems unfettered by authority or consequences, hence possibly having done this before.
