Noble County Rural Water District #3 requires 2 deposits, $1,500.00 to join Noble County Water & $75.00 patron deposit. There is also a 3rd deposit to run your meter and lines - in my case it's $659.00. The 3 deposits total $2,234.00. I have paid the $1,500.00 deposit so far.
Noble County Rural Water contracted another company to dig, trench and run my meter & water lines. The company did a shoddy job, the contractor, on the 3 occasions he was here, had been drinking. The trench that was dug, along with the bale of hay that was put at the opening of the trench from the wheat field behind my home, to slow the water down, is now all washed away and not only do I have open water lines, the rain has washed open the trenches for my phone lines and electric lines - these were put in by other companies.
I am unable to have a yard, front and back, because of all the rain and mud. Not only is it washing away my yard it is washing away the foundation under my home because that is where the water is flowing. I am going to have to rent equipment and find a person to fix all of this, and also have my foundation checked out. My home is a modular home and it is moving and has started coming apart in places and there are now cracks in the walls. I am going to have to seek out an attorney to help me with this situation.
They are still charging me with the $659.00 deposit. I believe they need to make it right and fix my trenches, my foundation and withdraw the $659.00 charges from me.
With the 3 deposits they charge, I can't see how anyone would want to move to this county. I have never heard of anyone having to pay a near $2,500 just to have water. I understand that the $1,500.00 is basically a punishment to the county people that move in because Noble County did not keep their equipment up to standards and now they have to take it out on their patrons.
