Northland Group/Collections Silent Calls Internet, Pennsylvania

I received a call from this company requesting that we make an arrangement to pay a credit card bill, when I asked who the bill was from, they gave us the name of a card that was already paid off. 

So this led me to believe that something funny was going on.  When I asked again how much the debt was for they refused to tell me and when Iasked who the debt was too then they told me and told them sorry that is paid.  It was paid off at least two years ago.  They told me they had bought the debt from the original debtor. 

Hmm I thought that strange so I asked them to send me all the papers regarding this so called debt Owed to Capitol One Credit.  I have not received one piece of paper to substantiate this debt and now they call us and leave no messages, just breathing into the phone.    This is very frustrating as I do not have the ability to block calls,

I thought that sort of calling was no longer allowed.  I would think that I am entitled to the documentation of this debt.  I have asked them to send me copies of same.  They request was a written one as well.
