Pacific Power Unsually high/ inflated bills! Portland Oregon

Unsually high bills; twice or thrice as much as I used to pay the same company for the same or even less electrical use. I used to pay between $50 to $80.00 dollars for the cold seasons and around $30 to $40 for warm seasons. Now even in summers, I'm paying close around $100. My bills can some times go as high as $240 in the fall and winter seasons. For example, Last July I travelled to visit my family memebers in MA from 7/17/ to 8/3/13. I shut off the main electrical switches off and only left that of the refregerator on. When I came back. a bill of $72.86 was waiting for me for the month of July. How and Why? I have tried to economize to save because of these high bills but even for the 3 months of Dec, Jan, and Feb, my bill is around $571.00. Is this normal? I sense this company wants to enrich itself at our expense.
