This sounds like a very common "Payday Loan" scam where they call you up and threaten you with arrest or being sued if you do not make immediate payment.  I would not be shocked if both the company that called you before and the one calling you now are both scams.

The keys to this scam is first and foremost telling you that you will be arrested, you can not be arrested for a debt. They will throw a bunch of regulations and laws at you but they are just trying to scare you. They will say things like your SSN is going to be frozen, or they threten to call your boss, or they will download the court documents on a certain date. None of which is true. The funny thing is that very often this date they say they will download the documents is a date that the courts are NOT open such as a Sunday or Holiday(another tipoff).

Next, these people often have very heavy accents and demand immedate payment. They generally will only accept payments through Western Union, Money Orders, or yes  even "Gift" or "Pre-Paid" Cards.

Some of the more sophisticated ones will set their Caller ID to make it appear they are calling from some Government Agency, but NO government agency will call you up or send you a generic email(with very bad grammar) demanding payment.

If you get something that looks like an official summons, contact the court on the summons that is listed and verify the validity of the suit. If there is no court listed, that is another tipoff of a scam.

The best way to handle these people is to just let them know it is a scam and eventually they will stop calling once they figure you won't pay them. But if you want to "play" them for a bit, you can play along. I always like telling them that I am so worried about this that I am with my attorney and would like to put him on, 9 out of 10 times they hang up.  I've told them that I will just turn myself in and they can pick me up at my local police station(give them a real address of one). If I get really bold I will find out how they want to be paid and give them fake tracking/account numbers.  The worst thing that has happened is that I have been called some very interesting names on the phone by people who do not have a great command of the English language.
