Payhalf Ripoff company Kennesaw, Georgia

I ordered a computer October, 2006 in time to receive it before Christmas for $465.00 and paid thru PAYPAL account. They emailed me back that the computer was out of stock and that I was to receive my refund shortly. After 4 weeks, I emailed again and was told the funds were being withheld from them and I should get my refund within 7 days. Here it is January 26, 2007 and still nothing. I was able to call them in the beginning, but later the phone number and the website had shut down. Now, I am helpless in getting the refund and I need some help. What can I do?
