I want the world to know how little www.paypal.com cares about the people that use it to make purchases.
I recently tried to purchase "in-game money" on a website called www.eveonlinestore.com using PAYPAL.
I waited for 3 hours and never received my "in-game money". So, I started to do a little more research into this company (Something I should have done in the first place for more then a few minutes).
It turns out that I wasn't the only one to get scammed by this guy and there are quite a few of us.
I contacted www.paypal.com over the phone right away and filed a claim myself. I very quickly found out that "terms of agreement" states that in game items can not be accounted for and so there is no way to prove that i didn't get my items.
I was a little upset at this at first but I got over it and decided to take paypal off of this website so that they can not do it to anyone else.
It's been 1 week since I got ripped off by the website and THEY STILL HAVE PAYPAL UP ON THERE WEBSITE!!!!
I called them and tried to tell them again that they need to do something about these people. The lady I talked to assured me that they would send it on and get it fixed very quickly. I received this response......

I explained to paypal that I can prove that I never got my stuff. They didn't seem to care one bit. They make their money with people who have subscriptions to their plan....I AM NOT A PAYING COSTUMER AND THE SELLER WAS= THEY DON'T CARE ABOUT ME AND THEY WON'T CARE ABOUT YOU EITHER IF YOU DON"T HAVE A PAID SUBSCRIPTION!
yes i was an idiot for trusting a company called paypal to ensure that i would not get screwed.....but if they had shut this guy down about 4 or 5 guys before me I would not be here telling everyone this.
If you dont believe me then check out the complaints for yourself...its on the internet....and paypal continues to let it happen. Thank you for your time.

As I have already stated,
I understand that I have no legal rights under these circumstances. My problem is that Paypal continues to let it go on. I will make this simple for you with an example. An ice-cream man is selling ice-cream off of his truck to some kids at a stop. One of the kids keeps stealing the ice-cream from the other kids that just bought theirs. Is it wrong of the ice-cream man to keep selling ice-cream? He has already made his money and doesn't care what happens after the ice-cream leaves the truck. He sees this go on 10 or so times by the same kid and yet does not care. This is where paypal stands and this is why i wrote this about paypal. I will repeat myself one more time...I was stupid for not doing my research. I am the one that is out the $29 ok? i know this. you don't have to tell me that I should have done more research. I already know this.
Paypal is still posted up on the website of www.eveonlinestore.com. But, that's ok with you?

Exactly, it usually only takes a few minutes with the internet to research a company and decide if you wish to do business with them, but sometimes you have to dig deeper. And I have found it is always worth to dig as deep as possible before sending anyone funds.
2) Paypals terms as you noted, states they do not protect intangible goods. So they did nothing to break their terms in this case, hence they did not rip you off.
That notice they sent you is standard form for when you lodge a dispute..it probably has nothing to do with any other investigations or anything some lady said on the phone that they are going to pull this companies paypal account. So perhaps they are looking into this..be patient. They deal with millions of transactions a day and probably thousands of disputes, the world is not going to stop for them over this company, or your 30 bucks. What I can suggest is to keep in touch with paypal regardless..they have been know to reverse the charges if there are enough complaints..and they will reverse them to everyone who lodged a complaint if they decide against the company. It is not easy to do with intangible goods since there is no shipping or postal records to verify (as they stated how can it be proved you did not receive anything?), but in some cases, consumers have lucked out. Enough complaints and they WILL investigate further..but don't expect instant gratification in this case.
The complaint is legitimate..however it should not be against paypal in this case, but this company so others can be warned. What is a good suggestion however is to use a credit card through your paypal. If you do not qualify to win a dispute, you can do a charge back through the credit card company in many cases. This way you have some form of protection from scam sellers of intangible goods, and did not have to give out credit card info..or send a check or money order.
