PortaTech PCBoost LLC Paid for Windows 7, with other PC parts, didn't receive Windows 7 - No packing slip was in box - so they refuse to reimburse or send product Internet

Bought gaming PC parts online, along with Windows 7.  Product sent did not include packing slip or Windows 7.  Called Portatech, got the run around regarding that the Windows 7 was in a "white envelope" and it "must be in the packing box, because this has never happened".  They requested the packing slip - which of course wasn't in the box that they sent me either.  They refuse to either reimburse, or send replacement product.  I feel that this is a huge scam.  Dare to buy a product from them, they will send it to you late - about a month later - and then neglect to complete the order and not place the packing slip in the box so that they can conveniently tell you that "without the packing slip, we cannot help you".
