I have tried to log on to the site for 4 or 5 days,I have e-mailed, I have called the 1-800 numbers with no assistance,or response. Are these people in business or is this just a scam. I have as you can see I have included their website. Before I have done test on the site then all the sudden nothing happened when I went to the site. Can you help ?

I don't know much about that site, but I do know someone that got a job at the postal service and it was just a matter of passing the test and waiting a really long time for an opening. If the site continues to be unresponsive and you dont have access, your credit card company might be able to get the charge reversed.
