Precision Engineering American Laptop Repair Sent laptop to be repaired and can't get it back Columbia, South Carolina

After reading ad in Charlottesvilla, VA, yellow pages for American Laptop Repair, sent laptop to be repaired wherein UPS indicated they received my computer on February 26, 2013.  Everytime I inquired as to status "Bob" kept telling me they were waiting for parts.  Finallyt on April 9, 2013, "Bob" told me computer was done and ready to be shipped.  Again called "Bob" on April 11, 2013, who told me computer was on pallet to be shipped.  Asked to pay him and he told me "he wasn't worried about it".  Called again on April 23, 2013, at which time he told me compute was on pallet to be shipped that date and gave me a UPS tracking number.  On April 26, 2013, UPS has not received package to be shipped.
