1.       On July 16, 2012, I contacted Process Server Service of Los Angeles County (which operates through the website www.3499dollarmessenger.com) and asked about serving a summons and complaint on a husband and wife who lived at the same address.

2.      Their website quotes a price of $34.99 for service of process.  What was quoted to me at the time was $79.98 broken down as follows:  a) $34.99 for first service; b) $19.99 for service of another party at the same address; and c) $20 for proof of service of process.

3.      At the time, I emailed to them the complete summons and complaint.

4.      After that, 17 email conversations took place between myself and them.  This does not include the phone calls which I place to them which resulted in either a) them not answering or returning the messages I left, or b) them hanging up on me.

5.      The email conversations contain the following:
      a.       Their assurance that the processes were served
      b.      My demand to be sent a copy of the proof of service
      c.       Their request to be given the property address
      d.      Another assurance that it was served
      e.       My demand for proof of service
      f.       Their assurance that it was served and that a copy would be remailed to me
      g.      My demands for a refund

6.      Finally on September 19, 2012, I was told that they have no record that the processes
were served, that they have no record that the processes to be served were even received by them and they hung up when I again demanded my refund.

7.      At this point, I have engaged another company to handle my process service.
 
This company is a scam. They will promise and neglect even time-sensitive court processes.  They will mislead you by saying it has been served when actually it has not.  I vigorously advise the public NOT to trust them with their business.  Finally, they insist on hanging up rather than addressing the problem when disputes arise.

As far as I can tell, the process server industry as well as other messenger and mailing service industries have whats called: RUSH served within 24 hours or by tomorrow. And NON-rush...served within 2 weeks. This Victor ordered service on a non rush basis. Than 2 days later wants to start to rush us on the service without paying a rush fee. He also didnt give us an address where to serve the papers and we had to contact him to give us the address. If you pay a non rush servcie fee of a measly $34.99, dont rush us. Your paying for non rush. Rush services are double the rate at $85.00. And to top it all of, this man has not one, but two defendants which require "DUE DILIGENCE" meaning of course you cant contact us the very next day asking for a proof of service. All within a matter of 2 days this man asks for a proof of service on a summons and complaint that requires at least 2 attempts at service before we can even begin thinking about leaving it with the other party. He rushes us so fast that we didnt even have time to serve it. Than this man wants to be impatient with us when he only paid for a rush.

This if all fine and dandy, so Victor why didnt you give us the address when you submitted your documents? The address is the most important  of all the factors. We needed the address, you gave us papers with no address..
