Universal Subscription Agency has hired a company called Check Game Solutions which has been and is now being sued by the Attorney Generals of several states for violating laws regarding collecting without a license. There is some reference that both companies have common ownership. Most states have regulations that forbids this. Some, like Arizona make it a criminal offense to call consumers in this state without a license in this state. I notice they are not licensed here. Other states are very clear that it the responsibility of the client to make sure the agency is licensed. What this means is that the client gets sued for the violations of the agency.

There are many complaints from consumers regarding the activities of Check Game Solutions and Universal Subscription Agency. There is a collection agency license for them in Florida under the name Catherine Keys but that's about it. Oh...she does have a cosmotology and real estate license. Scott Philip Key Jr aka Charles D Key aka Charles D Bowen aka Charlie Keys actually runs the show. The marriage license reads Charles Philip Key Jr. So I have wonder why is the company in her name? Could be the IRS lien against him. Maybe other things too but certainly some of the barriers from getting licensed in other states is bad credit, judgments etc. There are signaificant arrest records for Mr. Keys, DUI, soliciting without a peddlers license, chriminal mischef, and drug posession. In most states this would keep you from getting licensed as a collection agency.

Consumers have been approached by door to door sales people, usually young to purchase magazines that allegedly help them with school trips, points etc. Reports show that they are not students where they say they are and do not have the blessings of the university they say they have. You will also find reports on the internet about serious criminal behavior.

The letter sent by Check Games Solutions will go to consumers that have put a stop payment on checks they have written after they discover it is not for the cause represented by the sales person. The letter threatens prosicution which is not likely and a violation of The Fair Debt Collection Practices Act and verious state laws.

Generally speaking to prosicute for a check several things must occur. You must receive goods or services at the time of rendering the check. Magazines sales are not immediate. Generally the states legal code requires that a certifed letter go the the check writer advising them of the consequences for writing the check and providing an opportunity to make good the check. You will not find that the courts will prosicute these types of checks because they are contractual in nature and will be referred to the civil courts.

You will find that Check Game Solutions is probably not licensed in your state and communicating in anyway with you is a violation of law. You will find actions by the West Virginia and Minnisota Attorneys General against Check Game Solutions in the internet.
