I had a similar experience personally in a matter with Rosemary Townley. She took a year's worth of extensions (arbiration opinions are supposed to be rendered within 30 days, as per the American Arbitation Association rules) and she took approximately another five months to decide two administrative motions (a total of almost one year, total), thus extending my arbitration matter needlessly by two years.

On appeal- she then tried to blame ME to all of the "generous" extensions that she granted me and my counsel, all the while she never mentioned once in her final award opionion all of the unnecesary delays that she took in my case.

She also indicated that it was a "complicatd" case to justify her outrageous arbitration fees and time delays; this is coming from an arbitrator that claimd that she was an "expert" in labor & employment matters. 

There were many other issues that I had with this arbitrator, who appeared to me clearly biased in favor of big companies, but I believe that complaining to the Amercian Arbitration Association will not remedy the situation. I do believe that this type of blatant self-serving behavior by this arbitrator should be given attention by the New york Bar Association.

This is simply unacceptable, and a lawyer in private practice or a Judge would never get away with this type of unprofessional behavior. In my opinion, no arbitrator should be able to hide behind immunity for blatantly compromising actions on their part. 

My opinion of Rosemary Townley based on my personal experience with her is that she receives kickbacks either though more work from big corporations, or through some other means, for her (from what I have witnessed) off-base, flat out lying decisions which virtually always overwhelmingly favor big companies and the big law firms that pay her bills.

There have been complaints filed against her, and allegedly there are efforts made to disbar her as well.  In my opinon, she will twist herself in knots to write a decision that favors the big law firms and companies that pay her bills. She takes full advantage in my opinion of the fact that in arbitraiton- you don't even need to get the law correct, and she treats the American Arbitraiton Association as her own personal piggy bank. 

I used Arbitrator Rosemary Townley. Arbitrator Townley has had other complaints filed against her in Rip Off Report, and it has been widely reported with the Law Firm of Ginsburg Magnum in the Attia matter (public appeal, read the prior Rip Off reports against her) as well as The Morvillo Law firm in the Major, Lindsey & Africa and Allegis case, that spent millions with a lawsuit bullying one employee (The NFL owner Steve Biciotti owns Allegis and the Baltimore Ravens...

Arbitrator Townley was a specially appointed arbitrator for the NFL... no conflict there, right? The appeal is pubic and widely reported on in the media)  Both matters are public.  Currently, Ed Finkelstein of Finkelstein and Filler is handing the matter of the one individual - Townley forced the employee to disgorge all of the employee's four years of earnings to Major, Lindsey and Africa and the Allegis Group, even though no damages were proven and even a Federal Court (Judge Colleen McMahon) found in favor of the employee and actually chastised the billion dollar company for bullying one single defedant.

Townley completely did an about face of the Federal Judge's decision (Major Lindsey & Africa  paid for the arbitration), and arguably didn't even get the law correct and didn't care, and forcing a multi- million dollar judgement against one single employee in spite of multiple appeals.  The matter I think is still ongoing.

Arbitrator Rosemary Townley in my opinion should be disbarred from the practice of law. She is very unethical, as I witnessed similar behavior. She lied openly in her written decision (she took over a year to write my decision, which should have been written in 30 days), and struggles to always find in favor of companies that pay her.

She lied in my matter as well, and based her opinion against me on unsubstantiated facts. I am in the process of filing an ethics complaint against her with the New York bar with my lawyer. You should do the same. She has also been overturned as her decisons are overreaching.
