This is the ever popular Advance Fee Loan scam. Do not send them anymore money.
The way it works is that they promise you a loan, then have you send an advance fee via an untraceable means such as Western Union or Moneygram (untraceable as in : you'll never see that $120 again), usually to another country. They will keep promising to deliver the loan, but will continually attempt to press you for more "fees" or "insurance". In reality, they're just trying to squeeze as much cash out of you as they can.
