San Bernardino City Ripoff, Corruption is rampant within the City of San Bernardino! San Bernardino California

I was a police officer with the San Bernardino Police Department in California for over a decade and was shot twice by officers from within the Department on two separate occasions in 1998 while I was on the SWAT team.

I was first shot by officer TOM SHANK (the department's firearm expert), in my right hand after I dodged the bullets he fired at me. I begged my doctor to allow me to immediately return, however I was off work for two weeks before I was released back to full duty.

The very next call we went on was a warrant service out of our jurisdiction where I was shot again. This time it was my supervisor, sergeant ERNIE LEMOS, who shot me on lieutenant ROGER POYZER'S orders to initiate a gunfight between the SWAT team and the "suspect" Douglas Domino, an ex-detective from San Bernardino Police Department. Their plan worked, the SWAT team, believing that Domino had shot me, shot back at Domino, he did not in fact shoot at anyone and dived for cover.

I struggled to return back to work, despite almost dying and being disabled, and returned five months later. Once I returned the climate at the department had changed, I became the victim and the suspect in the shooting, victim as I was the only one injured and the suspect as I now had become a liability for the City because I didn't die.

I was the only one who could "blow the whistle" on the actions that Lieutenant ROGER POYZER, lieutenant MICHAEL KINSMAN and sergeant ERNIE LEMOS had put into place to kill Doug Domino, as I was the unfortunate patsy, sacrificed to enable it all to look like a terrible accident. It wasn't, it was a carefully orchestrated chain of events that could only occur if Lieutenant POYZER was calling the shots. Lieutenant Poyzer was promoted to Captain, Sergeant Lemos was recently promoted to Lieutenant, CRIME DOES PAY, at least if your in the SBPD administration.

In January 2001, I tried to expose recently convicted San Bernardino Police Officer Serial RAPIST-RONALD VANROSSUM who was raping women on-duty and in uniform by informing Sergeant VINCENT KILBRIDE, my direct supervisor. My information was ignored because VANROSSUM had witnessed and been involved in the theft of thousands of dollars in drug money earlier in his career by those who now were in the administration of the department.

Eventually I was terminated for being a whistle-blower for coming forward to expose him and trying to save other women from being raped. Other officers who also tried to expose Vanrossum as a rapist during this time were also framed by the department and retaliated against by chief GARRETT ZIMMON, lieutenant TED HENSON and others for trying to do the right thing.

I was so disgusted with the level of corruption and lack of accountability I wrote a book about my experiences, the corruption that I had witnessed and the political corruption where I was the victim. After I was terminated I researched the Department and found that there was a whole litany of victims going through the same political corruption as I had.

My goal is to expose the corrupt officers that tarnish the name of Law Enforcement and have them held accountable to YOU, the public that they serve. You may be under the belief that an officer shot twice by other officers would be taken care of, your assumption is wrong. I was never officially recognized for being shot and returning to duty, I was never given any type of award, medal, letter or anything else.

The City now has denied that I have an injury, and their position is so rigid I have to take them to Court constantly to force them to recognize my injury that Sergeant LEMOS caused. I am not receiving any type of retirement or disability benefits from the City despite having several muscles removed from my leg.

I have heard that the City of San Bernardino and the Police Department are asking "Why would I expose the Department?" They just do not get it, do they? I was a professional, dedicated employee, and I was the victim of the corruption.

I'm exposing them because what they did to me was CRIMINAL, I would hope and expect that a Law Enforcement agency would not find it necessary to break the law, but they did and they hope to get away with it. The sad part is, if I didn't publish my book and author this web-site they would get away with it.

The City of San Bernardino is a corrupt criminal Government, who would identify you, an innocent person in a crime if it fit their agenda, I have evidence of their crimes which include perjury, trying to dissuade a police detective witnesses from telling the truth, and manufacturing a criminal case against innocent people just to stop their crimes from being exposed and to limit the cities financial liability.
