they offered credit report for 1 dollar   .. now they are charging my account 39.95 a month  ...i did not give my consent

When you purchased your Credit Score for $1 you entered in your Credit Card.  You also verified that you had read and agreed to their Terms and Conditions.  These terms included that you were signing up for a membership and will be billed monthly until you cancel.  Yes, that fine print does matter.
