I never heard of them until I got the Citi Card bill. The phone number was given, I talked to a derrick, who claimed that I had bought this membership in December. He described what it was, it was not anything we would be the slightest bit interested in (most of those stores, etc, don't exist in armpit, WY, and we gave up on these "discount" scams years ago.) We didn't buy it, never received any "packet of materials", much less a $25 Walmart card, and he said he would credit the money back, with the usual sad story about how long it would take to "process."
I am not very happy with Citi, either, as this is the second time this has happened and we've only had the card a few months, so I wrote them this evening also.
I had the same thing happen with a "Travel Values Plus" outfit a couple months ago, so somebody is figuring out how to get card numbers. In that case, we supposedly bought discounts on airplane tickets, motels, etc. When we travel, we drive, and stay with friends. No way did we say "yes" to anything of that nature.

I looked into the three times this winter I have gotten an unauthorised charge to a credit card, and on each occasion, the "sale" date was the day we ordered something else on the net with that card, from supposedly encripted sites. I don't believe in coincidences to this extent, and will be using "virtual" cards from now on. (a number is generated that is good for only that one purchase, so it doesn't do anyone any good to steal the number. This is available with Citi cards, and I assume others.)
