I am writing this letter concerning the SnowCap Agency and FESI (Federal Employee Seminars, Inc.).

I wish I had checked them out further before ever doing business with these two companies. I totally agree with everything said by RWM from Coral Gables, FL and RBM from Los Angeles, CA on the RIP OFF Report as I've had the same experience with this unprofessional company and their complaints.

I was promised so much, and received so little. First of all what they promise is NOT true. They say, based on THEIR Seminar Agreement, Item #6, that they will make every attempt to sign up 30 or more attendees for a seminar. If 30 show up it's considered fully earned and non-refundable, if less than 30, but at least 20 sign up then FESI will continue with the scheduled seminar and prorate the fee based on the number of federal employees that signed up and either refund the balance or apply the balance to the amount due for the next seminar in the sole discretion of FESI. If less than 20 federal employees show up then FESI will reschedule the seminar. I never received any refund or had one prorated for the next seminar. The problem is this; I was told from somebody that worked in their organization that when you schedule a seminar they do an initial email blast to the various federal agencies. They do NOT continue any further to fill this meeting, until the week of the meeting with another email. The first meeting I scheduled had to be cancelled by them and did not take place until three months later. The last meeting that I did with them, I was very specific that I could only do it in the month of February or I wanted a refund. They were not able to provide me with the February's seminar and when I tried to get a refund they would not do it, as they said it would be applied to future seminars, which ultimately took place in May and that I didn't want this. I was NOT even contacted about a meeting. They new I was not even available except for February. During this time the Owner of the company, Judy Snow calls me and tells me to cease and desist and rescinds my ChFEBC designation. So, if you dare try to get a refund and you've spent a thousand dollars and a lot of time to obtain this designation, just know that one person and not any type of governing body can take your designation away. Apparently this is a BOGUS designation and another way to soak you for additional monies. After you spend the thousand dollars and take a test to achieve this BOGUS designation apparently, what is the governing body that allows this? Some half-cocked woman that can just take this away? There are numerous problems in this company. Example, the speaker for my meetings told me that he was owed a substantial amount of money and was not paid for previous speaking engagements. (Look at other reports listed on the RIP OFF REPORT from another seminar speaker that has not received her pay for doing seminars, Cheryl from Aurora, CO, over $34,000 that Judy Snow has not paid her, and has done nothing but give her excuses as to why). All you receive is EXCUSES from this company all the time. I have also learned that SNOWCAP Agency is now defunct. Judy Snow, the owner has now opened up shop under the name of SNOW FEDERAL SEMINARS. Apparently, as an attorney, she can bankrupt SNOWCAP agency and reopen under a NEW disguise, but people don't be fooled!!! If it walks like a rat, smells like a rat, and looks like a rat, believe me it's probably the same rat.

I began working with this company back in April of 2008. They provided me with three different seminars whereas I had to give them a deposit 30 days prior to the date of the seminar. With practically every seminar, they could not fulfill their quota of people attending, and the seminars were moved out months in order for them to have more time to get more federal employees to attend. The highest amount of attendees in seminars was approximately 13 to 15 people not even close to the 30 to 50 I was promised. The attendees that did attend were not even close to retirement age as their credible service was on average less than five years. Don't get caught with the big hype that 50% of the federal employees will be retiring over the next five years. At the time I was working with a Brandy Ragon, a key person inside their organization, then she was no longer there and I was switched to another person, Charlene Roberts, yet another key person, and she is no longer there. It makes you wonder, were they having problems getting paid also?

This company required a credit card in order that they could deduct the deposit and final payment from my account every time the booked a seminar for me. The problem started when I contacted them to tell them I was unavailable to do a seminar at a certain month, but trying to get my deposit back opened up an entire new can of worms. I was even told by a Vicki Burtch of FESI that there is a problem with their deposits and being able to execute seminars on stated dates. So, instead of getting my deposit back, they said they would book me another seminar. I had told them I could NOT do one in the month they stated as I would be out of town, but no matter to them, they booked it anyway and took the deposit for a meeting I could not and did not do.

Not only did I have to go back and forth with this company and their owner, Judy Snow, I repeat I did not get what I was promised; to do a meeting only in the month stated, not three months later. And to have Judy Snow call me and demand that I cease and desist and take away a designation that I had spent time and money on because she was irritated, how dare anybody try to get a refund? Give me a break! I WOULD THINK VERY LONG AND HARD BEFORE GETTING INVOLVED WITH EITHER ONE OF THESE COMPANIES, SNOWCAP AGENCY OR FESI (Federal Employee Seminar, Inc.) I have found that there are much more professional companies that offer seminars and QUALITY back office support and meet their goals for dates.
