We stopped at S P Citco station in Port Orange, Florida to put 20.00 in gas in our car. My husband went inside to prepay (the pumps did not allow us to pay with our debt card). After my husband prepaid he came back outside and the pump kept reading, "Please Wait", with all zeros for the amount and all zeros for the gallons.

After waiting a few minutes for the lady to turn our gas on, my husband went back inside because the pump wouldn't pump. She tells him that it should be on and working so he comes back out to the car and stands there for a moment..the pump still didn't pump any gas. He gets upset and goes back into the convenience store to talk to the lady about why the pump isn't working. The lady working states that he already got his gas, and my husband told her that he hadn't been able to get any gas at all.

We called an officer to come out to the station. He verified that we had in fact prepaid for gas. The lady inside said that it was not her problem, and the officer told us there was nothing we could do..our money was gone.

I will be contacting other resources in order to stop these gas stations (specifically this one) from taking money from those who prepay for gas. Thank God we had more money and were able to get back home!

Update II - S P Citco Under Violation with Florida Agriculture Department

An inspector called today with the Florida Agriculture Department to followup on his inspection. He informed me that while there is nothing he can do to recover our money (with the exception of contacting our bank), he found many violations with the gas station. First of all the gas station states that it offers ethanol, but there aren't any ethanol pumps. Also, the gas pumps are severely outdated. He also found many other violations that he could not discuss with me..not sure what that means.

My bank has refunded the money to us, and the gas station has been inspected. This case for us is closed, but for the owners of the gas station will continue until the Florida Department of Agriculture sees it as being fit.

If you have any problems with a gas station in Florida it's best to contact the Bureau of Petroleum Inspection (Florida Department of Agriculture and Consumer Services). You can easily Google it, and it will come up.

I actually spoke with the Chief Officer and he was extremely helpful and sincere in his willing to help. Not only did he come through with advice, and the inspection process, but he continued to keep his promise to look into the matter.

Last night I emailed the Florida Agricultural Department. The FAD basically oversee the gas stations and monitor the pumps etc in the state of Florida. Today they called me and advised that they were going to go down to the station we had visited yesterday and investigate the problem. I'm very happy that they've taken my problem seriously. They are supposed to be calling me back tomorrow to let me know what's going to happen.


Also, our bank has reimbursed us for the amount of money spent on the gasoline we did not get.

I will repost as soon as I have any further information.


*The convenience store we visited is in Volusia County, Florida in the small town of Allanville, just outside of Port Orange, Florida.
