Takhar Group Harassment and broke privacy law by telling personal info to person they were calling for a debt that was paid off several years ago Niagara Falls , New York

Takhar group has been calling my mother in law for the past year telling her my husband owes this bad debt and asks her to pass on the information to him stating that they can't get ahold of him.  She tells them he doesn't live there etc.  They are trying to collect on a debt that was paid several years ago to the original book club.  Then this week the once again called her and told her that they were going to pursue actions against my husband if he didn't call them.  She then asked them what this was about (she's nosey) and they TOLD HER...that breaks a law I know.  But told her they were collecting x amount of dollars and the name of the book club etc.  We have called them several times and they will not call our phones, will not stop harassing her, and will not send us any papers to support their claims that we still owe this debt.  I don't know what to do with this since nothing seems to stop them.
