The Scotts Company LLC Paid for 15000 Square Feet 4 Step Program and Received Rebate for 5000 Square Feet Program Marysville Ohio

On April 15, 2009 I purchased the Scotts 4 Step Lawn Treatment Program from the True Value in Shrewsbury, PA. At the time of the purchase I was told to submit a claim for a $35 rebate. It took 9 weeks to hear from Scotts. They sent me a check for $15. Unfortunately, that amount is the rebate for the 5000 square feet program.
Why is it so hard to get these companies to honor their rebate programs? Is anyone else sick of this?
Scotts owes me $20.

I've submitted a complaint with the Bureau of Consumer Protection in my state. I've done this before when I didn't get a rebate in the past. It's amazing how many times I've been ripped off by a rebate offer. I'm going to give the money to the state as a gift when I get it.
Wouldn't it be cool if the states created consumer rebate legislation where the companies that sell the merchandise must honor the rebates at the time of the purchase. Then these companies submit periodic claims for reimbursement. Imagine Walmart going to one of these companies for reimbursement and getting denied some percentage of their inventory purchases, instead of the thousands of small consumers.
