I got a letter in the mail from York Civic Center 2700 Eglinton Ave W Toronto, ON M6M 1v1, inside was a letter stating AWARD Claim Notification Clain # KW-70-10-131.
Inclosed was a check for $1224.80 (looks real) drawn on CitiBank N.A. One penns Way New Castle, DE 19720, a poorly construced letter saying call 888-825-7905 you call the number to get instructions on how to get my remaining $75,000 I called and said so I am taking this to the Police department and calling the BBB .
he said okay but after you cash it have the $1000 Processing & Insurance fee and call me back. It has Walmart, Visa, MasterCard, Target,Home Depo,American Express,TJ MAX, and 7-11 at the bottom of the letter from W.Hunter Vice President sigature looks nothing close to that.

This particular scam has been around forever. The check will bounce and you would be stuck with the repayment to your bank for the NSF check plus fees. It sounds like you recognized the scam and didn't deposit the check.
The only mistake I see is that you called the number in the letter. I would have just turned it into the police and every authority possible to see if these people can be traced and stopped legally.
