TWC Time Warner Cable of Burlington NC TWC charged me Burlington, North Carolina

I have been a subscriber of "Time Warner Cable " for five years, They provided my family with our internet. Never had a problem with them at that time.  When they offered the bundle package as a special  We decided to subscribe. I don't know what happen, but our bill started increasing higher each month. Almost a year has passed since we subscribed to the bundle package,  It also feels like a night mare that has been going on with me. TWC ran my card through for payment on our bill with my permission, but there was insufficient funds.

Our check was late being deposited into the back. When our money did arrive and we did deposit it, we paid Cable. We had our service restored. Three days ago, my wife was going over the bill and when she came to me screaming "Look at This" I just couldn't believe my eyes. TWC charged us 170.79 for insufficient  fund fee's. When I called and asked them how can they charge me this amount? They were rude and just said "They must have tried running it through a couple of times, we can do this when your service was disconnected for not paying your bill. I mean here is what these charges are

Is this fair? Also on April 1 2013 we asked them to take the phone off we did not want it or could afford the phone. They have not done it yet. My wife was on the phone with them for an hour. They told her someone would call her back in 24 hours, A few hours later they disconnected our internet. We just paid 150.00 on April 1 ? I had to call the automated service and paid 118.74 and was told we still have a remaining balance of 155.00  155.00 for a bundle service that was supposed to be only 107.00 a month. We also are paying for a phone that we don't even have or use. What are our rights as a consumer?
