i have had my card with them for almost a year when i received a refund from my cell phone company for 600$ for my deposit. when that hit my account was red flagged and marked as potentially fraudulent. i called them about it and was sent to their risk management team to solve the issue. well that team no longer works with their cards or services them. a few more calls, a bunch of run around and different stories every where i go i got basically nothing but them telling me i couldn't get to my money. they called me back the next day and told me that my account wasn't able to be recovered and that they would send me a refund check for what i had in there but i wouldn't be receiving any of that for about 45 days or so. they wont give me a clear reason as to why i was black listed or anything like that. 

i have given them 2 weeks to get me my money, which i think is a reasonable amount of time, before i get a lawyer. i have also alerted the media about it because i have seen lots of people having the same problem, but they have refused to learn for their mistakes. maybe i can help them learn.

Per Visa & MC regulations a credit is to be issued to the card that was used for the original transactions. Therefore, we monitor accounts that have had a credit issued to the account without an offsetting debit. If the customer is able to provide the original receipt for the purchase an exception may be made to allow the funds to stay on the account and the account may be reopened as a one-time courtesy. If the customer is not able to provide the original receipt for the purchase the credit should not remain on the account but returned to the merchant. We have seen multiple cases where an employee of a merchant has issued credits to their own prepaid card to actually fund their card, or people using fictitious merchants to issue credits to their accounts (funding their cards again) and the spending the funds off. This is why we monitor this activity

Credits for Returns 

For returns, if credit is to be processed to a charge card, the credit must be issued to the same Visa account number that was used for the original transaction.

Issuing a Credit (merchant)

(CS) (PM) If a customer returns merchandise as allowed by your companys return policy, issue a credit to the same Visa account that was used for the original transaction and give the customer a copy of the credit receipt. Tell customers to retain their credit receipts until the related credit appears on their Visa statement.
