I placed my order May 5, 2008. I got notification that it had shipped on May 15, but I never received it. I spoke with a man called Joe several times after that, and we agreed that his company would file a claim for the missing items and then re-send the order. He left me a message on June 12 saying that the claim had been filed for the full amount of $46.80 and that they had reordered my items. He indicated that they would reship within a week or so.

Since then, I called and e-mailed several times, but never got a response. On July 14 I called and found that the regular voice mail box was full, so I tried the alternate number from which the June 12 phone call was made, and got Joe on the phone again. He sounded nervous and indicated that he'd been out sick and had never heard back about the claim filed, but that they'd reship my order as soon as possible.

When I asked for a refund instead, he stated that only his boss could do that and that the boss wouldn't be in until the weekend. When I asked if I could contact his boss directly, he said that he couldn't give me any more information than a name (Paul Thomas) or he'd get in trouble.

Now, I'd like to trust that this company will process a refund as promised, but it has been too long with too many issues, and I don't have faith that this will be resolved without assistance. I contacted Paypal, but, like another poster here indicates, they can do little since it's over 45 days.

However, Paypal did indicate that even when it's too late for individual cases, they save the details and when they notice a pattern of fraud from particular merchant, they eventually go after the merchant. So if you ordered from vhadc.com through Paypal, you may want to file a claim, even if it's over 45 days. I've also filed a dispute with the credit card company through which I funded my Paypal purchase. Paypal also suggested that I report this to ic3.gov, which handles Internet fraud. This will be my next step.
