 I purchased the packet and loaded this card on the 17th of August.  I registered online and put in my information in order to receive a permanat card.  The site said 7-10 business days.

On August the 30th I called their support line and indicated that I had not received my card in the mail yet and was told to wait two more days and call back if I still had not received my card yet.  On August 6th I still had not received the permanant card yet and was told that due to a holiday and the weekends it could take a little longer than 7 to 10 days to please be patient and continue waiting.  I informed the operator it had been 14 business days since the card was ordered and I was a little worried that it was not there yet.  I was told to wait and assured that the card had indeed been mailed.

The temporary card worked just fine and as they seemed not to worry about it I did not stress too bad and figured it would show up eventually.  In the meantime due to a family emergency I had to relocate from Texas to North Carolina.  I placed a change of address with the post office and my room mate in Texas is also forwarding any mail that may have slipped through. 

On September 17th I arrived in North Carolina and called the customer support number to change my address and again inquire about my missing card.  I was told I could report it as never being received.  They would cancel the card I had and reissue me another one.  I was also told that this would void my temporary card and I would have to wait 7 to 10 days for a new one before I would have access to my funds.  I indicated at that time that at this time all the money I had available to me was on this card.  I told the operator that I did not want that to happen.  We proceeded with the address change.  He then asked me if I would like to have a new card issued as we had discussed before.  I told him that as we had discussed before no I did not want to do that at this time.

On September 18th I used my card to make a couple small purchases.  I attempted to pay a bill online and the card was declined.  I called the support number and was told that the card was declined because the company I tried to use it with does not accept temporary cards. I said there had been some confusion about ordering another card and wanted to make sure that would not happen.  I was assured that it hadnot happend and could not happen without me specifically asking for it.

The on the morning of September 19th was a voicemail on my phone.  A supervisor from walmart money card telling me that he has processed my request for a replacement card as my card was reported lost or stolen.  I immediately called back and was told that a new card had not been issued it must have been a mistake.  I went to check my balance online and it was $0.00.  I called back and asked for a supervisor who told me that a new card had been issued per my request and that I could expect one in 7 to 10 business days.  I was told that I should have the card no later than September 30th.  I informed them again that I did not request a new card in fact I was very clear that as the only money I had was on this card I did not want it cancelled.  They offered to reload my funds on a new walmart money card.  I asked if they were going to pay the $3 for a new one as every penny to my name was on the card that they had cancelled against my wishes.  They allowed me to transfer the funds to an old card my mother had, but deducted $3 from my account to do so.

I waited until September 30th and no card arrived.  I called customer support and was told I was mistaken that October the 2nd was the date I was told.  I was asked to please wait until the 2nd of October and the operator told me "I personally assure you that your card will be there by then".

On October 2nd the card did not arrive.  I called back again and was told that the card had indeed been sent on the 19th of September to please inquire with my local post office if perhaps it was lost in the mail.  I asked where the card had been sent from, the operator told me she did not know.  I asked what the envelope looked like, and she again said she did not know.  I then asked her if the card was ordered on the 19th was it shipped on the 19th.  Again I was told she did not know.  I asked her "So you want me to call my local post office and tell them that a card was sent to me in an envelope I cant describe, from an unknown location, on an unknown date, with no tracking number. Then ask them if they have seen it."  She replied that would be my best course of action yes. I was then told "rest assured your card will be there in the mail in the next two business days".

On October the 3rd the card did not arrive.  I called again and directly asked to speak to a supervisor.  I explained my situation to the supervisor who offered me a funds transfer.  I thanked him and as I started giving him the number of the card to transfer to he told me that he could not because it had been done already for this account.  I told him I was half way across the country away from my home because my mother was in bad medical condition.  The money on the card was all I had and was borrowing money from friends and family to survive I needed that card.  He then told me that the card was never mailed due to discrepencies in the account.  I waked him which issues were there with the account that nobody mentioned the numerous times I had called in the past. He siad again that the card had not been mailed and asked if i wanted him to process that order now.  I asked him "does that mean i have to wait another three weeks for my money to be available?".  He said yes unless we have the card sent to you fedex which will take 5 days.  I said that would be better and thanked him.  He then told me that in order to do this i would have to agree to a $20 fee.

I asked him to repeat that and he again said that in order to get another card and it sent fedex I would have to pay $20.  So basically I have to pay your compant $20 to fix a problem your company created by acting against my will by denying me access to my money and now you are trying to extort money from me to fix the problem.  He said that if I wanted my card expedited I woudl indeed have to pay the $20 fee.  At that point I hung up the phone.

I tried to contact the card issuer GE Money Bank.  Their customer support representitive transferred me to a supervisor who very rudely and curtly told me that they dont handle the money card and that she didnt even know why I bothered to call them.  I told her that your company was listed as the issuer of the card.  She said it was not her problem and if there was anything else she could help me with. I hung up the phone.

On October 4th no card and I called walmart money card back again.  The Operator told me that a card had indeed been ordered on the 19th and that I should already have it.  I said no it had not arrived and I needed to know if it had indeed been sent.  She said that it was indeed sent to give them two more days and call back if it did not arrive.

Today is Monday October the 7th.  Again no card in the mail today.  I called once again and the operator assured me that my card would arrive no later than October the 7th.  I informed her that it was indeed October the 7th.  I have already gotten my mail for today and there was no card in the mail.  She then told me to wait until the 9th.  I told her she just said the 7th and that for weeks now i have been getting the runaround and being told to just wait.  She told me that it takes 7 to 10 business days to get a new card in the mail and it had not been 7 to 10 days yet.  I asked her which work week model was she using that there were not 7 to 10 business days between September 19th and October 7th.  She then said they could not do anything until the 7th because that was the outside window for their delivery expectations.  I asked her what happened to 7 to 10 days.  She said that 15 business days was the maximum wait time and they could not act until that time.  She offered to cancel the card supposedly in transit and issue another.  I firmly replied "absolutely not no way in hell no no no" she said she understood. She said "I personally assure you that your card will arrive by the 9th of October".  I told her I had heard that several times before just with diffrent dates.  She said to call back on the 9th if i had not yet received my card.

Why do I get the feeling nothing will happen then either.
