Web.com makes clients pay $99 to "release" any domain name registered with the company. This release fee is pure extortion - most quality domain name registrars do not charge any sort of release fee, and if they do it's not more than the cost of one year's domain registration (almost always less than $20).

Web.com's $99 domain release fee is criminal - do not honor them with your business.
